MINUTES OF THE REVIEW OF MEETING OF THE SECTRETARY (TW) & COMMISSIIONER OF TRIBAL WELFARE, ANDHRA PRADESH, HYDERABAD AT I.T.D.A., K.R.PURAM ON 09-04-2002.

 

The Commissioner of Tribal Welfare, Andhra Pradesh, Hyderabad has reviewed about the land disputes in three Agency Mandals he also point out that the monthly progress report on LTR for each month should submit intime to the Commissionerate besides Quarterly Progress report.

 

The Spl.Deputy Collector (TW) has promised to submit monthly and quarterly progress report intime hereafter.

 

The Commissioner of Tribal Welfare has dissatisfied about the implementation of restoration of land in leftover cases for the period from 1-4-2000 to 31-3-2002.

 

The Spl.Dy.Collector (TW) K.R.Puram has stated that there are 147 writ petitions pending in the Hon'ble High Court of Andhra Pradesh and there are 27 cases pending before the Secretary to the Government (Revision Petitions).

 

The Commissioner of Tribal Welfare, Andhra Pradesh, Hyderabad has instructed the Spl.dy.Collector, (TW) to prepare case wise details pending in High court of Andhra Pradesh and also the interim orders/ statusquo orders should be shown separately and also instructed to submit a copy of list showing the writ petitions pending and also instructed to speed up action in respect of

 

The Special Deputy Collector, K.R.Puram has stated that certain LTR cases are pending in his office and also at Hon'ble High Court. The identification of similar cases are being taken up.

 

The Commissioner of Tribal Welfare, Andhra Pradesh, Hyderabad has directed the Spl.Deputy Collector (TW) to contact the District Collector about 47 cases pending under litigation for speedy disposal. He further requested the SDC (TW), K.R.Puram to contact the District Collector about the 47 cases pending under litigation.

 

The Spl.Deputy Collector (TW) stated that legal opinion is required.

 

The Secretary (TW) asked the Special Deputy Collector why taking legal opinion. Being a judge the Spl.Deputy Collector (TW) should act as per law.

Judicial cases

The Commissioner of Tribal Welfare, Andhra Pradesh, Hyderabad has asked how many judicial cases are pending and how many charges are filed against the tribals.

 

The R.D.O., Kovvuru started that 170 cases are pending and the accused are not attending to the court.

 

The C.T.W., A.P., Hyderabad asked why the charge sheets against the tribals are not filed in the preliminary cases from 1992. The R.D.O., Kovvuru stated that if the accused may come to the court. The charges will be disposed off and action is being taken up to dispose off the cases within 2 or 3 months. The C.T.W. A.P. asked how many Excise cases are pending in R.D.O., Kovvuru.

 

The R.D.O., Kovvur stated that as against 200 cases, the Project Officer remitted compound fee for 60 cases. (Action is being taken up to dispose of the cases within a short time.

 

He further stated that Forest Department and Excise Departmental personnel are not filing charge sheets and also not producing accused tribals before the court of law.

 

The C.T.W., Kovvuru stated that cases in assignment are not tallying with the S.D.C. office. He has got assigned lands list and submitted proposal for land reclamation for Acs.15,680.

 

The C.T.W., A.P., Hyderabad has proposed to take up L.D.works with available funds and the L.D.works along with Horticulture/intercropping may be tied up under food for work programme and take up in the summer.

A 'movement' for peace in agency

ELURU, SEPT.29. In a bid to buy peace with adivasis, non-tribals hae launched a 'bhoodan movement' in the agency villages of West Godavari district under the aegis of the police.

 

The movement seems to have all the trappings of the one promoted by Vinobha Bhave with an objective to bringing about 'parivartan' (change) among landlords. Even as the police claim that the movement was evoking good response from both tribals and non-tribals, the revenue authorities are questioning such gesture without going into the legal status of the lands being relinquished by non-tribals.

 

Meanwhile, the SP undertook a counseling by appealing to both adivasis and non-tribals to wean themselves away from internecine fights for land. In this connection, he offered to lift 66 cases involving nearly 300 people, mostly from the tribals. The nature of cases included attempt to murder, abduction of public servants etc.

 

Dharbhagudem seemed to have been chosen for counseling by the police for the reason that it was once an epicentre for a bloody land struggle, spearheaded by 'Shakti', a non-governmental organisation.
