Proforma and operations involved in land survey

: C I R C U L A R:

The Agency Mandal Revenue Officers viz., Polavaram, Buttayagudem and Jeelugumilli are aware that the Collector, West Godavari, Eluru has been pleased to appoint the Revenue Divisional Officer, Kovvur as Chairman of Land Dispute Salvation Committee in respect of Agency Lands. In this connection a job chart is given below for the Mandal Revenue Officers.

The Mandal Revenue Officers should prepare information regarding each village in the following proforma on every Wednesday and Saturday. Both the statements should be brought on Monday in order to watch the progress of work during the week in that village.

Thus in the abstract given above indirectly the Job chart for each Mandal Revenue Officer has been given. Keeping in view the above abstract and the serial no. for each work given therein, the action to be taken by Mandal Revenue Officer is detailed underneath.

I. a) Read out aloud. If Non tribals are holding pattas, Mandal Revenue Officers should clearly tell the tribes that they should not enter these lands and vice versa. If Scheduled tribals are holding pattas inform the details to MPDO/ Project Officer for further action.

•  Refer to this committee and ask the concerned ryot to attend on Monday, if Mandal Revenue Officer cannot give any clear cut answer during the Gram Sabha. If it is a civil dispute the Mandal Revenue Officer can tell the concerned to refer to court.

II. a) Take the concerned documents to proved the pendency/ stay in different courts and show the villagers clearly. The S.T.s should be told about the necessary action to be taken by them.

•  If 'No' then immediately taken possession and do the follow up action indicated under c), d) heads.

•  While enumerating the beneficiaries, poorest of tribals from the same village should be taken. The list should be read out in public and the beneficiaries should be warned not to sell away their lands. MPDO/ Project Officer should be given details.

•  Most important item of work.

•  Should be immediately restored to original and the original should be warned to keep the land to himself and that no more petitions for restoration would be entertained. MPDO to be informed for further action.

III. a) Same as II (a)

•  Immediately eject them as per procedure and prepare the list of beneficiaries as per guidelines given in II (c).
•  Immediately grant pattas and inform MPDO for further action.
•  Inform MPDO for further action.

IV. Immediately send proposal for conversion

V. a) If NO, them immediately take possession and take action under (b), (c) head. Inform MPDO/ Project Officer.

: G E N E R A L:

Mandal Revenue Officer should note that physical handing over pattas/ lands etc., and most of the survey work should be completed within the stipulated time i.e. Tuesday to Saturday of each work. Priority in survey work should be given to Assignment work under different categories. Basing on abstract the Mandal Revenue Officer should inform to this office without fail whether he needs any extra surveyors or any specific help by Wednesday of each work.

Besides the above, incorporation of changes regarding grant of pattas in respect of A.W.D. lands, L.T.R. conversion etc., should also be done in records and shown to the Revenue Divisional Officer on every Monday. Immediately after incorporation of changes in the village accounts action should be taken for issue of pattadar pass books and title deeds. All this should be done before Monday.
