Water Governance Issues and Participatory Hydrological Monitorning

SPWD and SAKTI are working collaboratively on the issue of water Governance in Andhra Pradesh. The issue of water cannot be seen in isolation from the life support systems of the people.It cuts across many sectors and the general change in the country's policy environment has strong bearings on this sector . The institutional changes that are being suggested have many unstated and unproven underlying assumptions.Ecology and poverty are two concerns that remain unresolved in normal functioning of civil society,notwithstanding assertions to the contrary by pro-community and pro-market civil society activists.This calls for the intervention of the state.The state itself is neirther monolithic nor without ideology.They effectiveness of civil society institutions in involving as broad a mass as is affected by the changes depend upon

  • Knowledge about working of various state and other institution that contribute mainly to decision making.

  • Data and empirical studies available with the different institutions
    How does an issue get conceptualized in various institutions? Or in our case,how is the category "water" worked out ?

  • Knowledge of the process of decision-making.

  • The gaps in existing database or biases in data gathering.

  • Alternate analysis.

  • Mobilization and advocacy to effect decision making.


The ongoing study comprises of mapping of various institutions working on water in AP, the changes in their roles, the emergence of new in institutions like Panchayati Raj institutions (PRIs) etc, the political and administrative basis for these changes. Liaision is being done with state institutions working on water and allied sectors loke power,agriculture,rural development,etc at Hyderabad as well as Anantapur level to collect the data and empirical studies available with these. Minutes of the departmental meeting,district and state orders and notifications are being gathered. The existing conceptualization of category 'water' is being worked out.The process of decision making related to water is being understood by reviewing the available literature which includes acts and policies,assembly debates,minutes of the conferences/workshop,newspaper coberage,study reports and documents related to water. The gaps will be worked out and shared in a state level workshop involving select NGO workers, academics,researchers,state departments personal ,etc. This will be used to find out any alternate studies available and ways to bridge the gap.SAKTI will chalk out the plan for mobilization and advocacy at the state level. This willculminate in a state level forum or will be an input to any existing state level forum
