AN ESSENTIAL GUIDE ON THE UTILIZATION OF THE GODAVARI WATERS AND RESOURCES

The RoFR act recognizes the dwelling site, religious places, burial grounds, village council sites along with places of MFP, water resources, biodiverisity etc and also PVT tenures. As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

"Since SAKTI activities are mostly issue based and covering a large area, here we concentrate on the forest-related programmes of SAKTI for the present study."

Andhra Pradesh has along coastline of 980 km, a continental shelf area of 3100 km, 453 marine fishing villages and 280 landing centers spread along 9 coastal districts.

Pulicat Lake is the second largest brackish water lake in the East coast of India. The area of the lake is   spread over in Andhra Pradesh and Tamilnadu states in 461 sq k.ms.  The coastal lagoon is situated right next to the shoreline with elongated and narrow sand strip called Sriharikota island. The water body is having connections with open sea where sea water is diluted with the fresh water derived from land drainage. Along the western side of Sriharikota Island and the adjoining eastern side of the lake runs the Buckingham canal which served as a navigable canal.

The lake draws its freshwater from the rivers of Arni, Kalangi and Swarnamukhi. The lake is open to the sea at two locations: 1) The first is the southern tip of the lake which lies in Tamilnadu and is about 1.5 k.ms north of the light house at Kuppam and 2) The second is the Vepinjeri canal that originates from the northern portion of the lake near Chandrasi Kuppam, a north eastern part of the Sriharikota island, and passes along the northern side of the island.

The sea mouth at southern strip is open throughout the year through a narrow bar mouth except for few months in summer, whereas the sea mouth near Vepinjeri canal is open only during moonsoon. Sriharikota Range (SHAR) is established on this island and is declared as a wildlife (bird) sanctuary in 1976.

From immemorial time many communities are living in these islands practicing cultivation, and fish and prawn collection. These communities follow self governing systems in resource sharing and conflict resolution. The understanding reflected in their cognitive process i.e. sense of space and time, is the back bone of their communication and knowledge systems.

At the deltaic mouth of the river Godavari, about 20k.ms.to Kakinada, the Coringa mangrove ecosystem forms the wild life sanctuary with in an area of 236 sq.kms. Numerous mud flats and narrow creeks of the area support large populations of otters. The soil in this area is characterized by high salt and water content.

The only information the government or media always compile carefully is on Naxalite encounters, never the violations of the instruments of rule of law such as minimum wages, fifth schedule, mismanagement of forests, equity in the distribution of welfare benefits, displacement, fragmentation of Socio-economic entities etc.
