AN ESSENTIAL GUIDE ON THE UTILIZATION OF THE GODAVARI WATERS AND RESOURCES

The RoFR act recognizes the dwelling site, religious places, burial grounds, village council sites along with places of MFP, water resources, biodiverisity etc and also PVT tenures. As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

"Since SAKTI activities are mostly issue based and covering a large area, here we concentrate on the forest-related programmes of SAKTI for the present study."

ELURU, MAY 30. Dr P. Sivaramakrishna of SAKTI, a pro-tribal NGO, complained to the Superintendent of Police, Mr. Ravi Gupta, of the alleged police excesses on tribals of Jeelugumilli during raids in the past few weeks.

In a letter to the SP, which was released to the press, Dr. Sivaramakrishna alleged that the police had taken away two motorbikes belonging to tribal youths and three mopeds of SAKTI after rounding up the tribals. An Intermediate student,                 Mr. M. Sankara Rao, could not take his examination because of his detention by police at Panduvarigudem.

He alleged that the police had entered tribal villages without being accompanied by the revenue authorities to resolve land disputes. On the other hand, non-tribal farmers accompanied the police and joined them in abusing the tribals. He alleged that during a raid the mango crop of Mrs. Tati Seramma was taken away at Rajavaram. The police took away nine bags of cashew kernel from the houses of Mr. Madakam Somaraju, Mr. Parameshu, Mrs. Adilakshmi, Mrs. Potta Bhadramma and Mr. Soyam Pullaiah in Sirivarigudem.

Dr. Sivaramakrishna alleged that the policemen consumed the food prepared at the death ceremony of a tribal in Tapasivarigudem and took away three bags of rice and utensils borrowed from a supply company. Further, he alleged that the police torn nine blankets of a tribal woman and took away a bag of beans, three hens and a transistor in Vankavarigudem. Also, the police were alleged to have destroyed a sericulture unit and plastic pipes supplied by the ITDA to a tribal farmer, Mr. Kunja Mutyalu. The police allegedly misbehaved with women and made derogatory remarks against a tribal woman, Mrs. Tellam Krishnaveni at Cheemalavarigudem.

The only information the government or media always compile carefully is on Naxalite encounters, never the violations of the instruments of rule of law such as minimum wages, fifth schedule, mismanagement of forests, equity in the distribution of welfare benefits, displacement, fragmentation of Socio-economic entities etc.
