As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

Eluru, May 9.   The agency land struggle has entered a crucial phase with the police mounting pressure on activists of SAKTI, and NGO supporting the tribals. With the success of weapons surrender by tribals in Cheemalavarigudem on Thursday, a strong-hold of SAKTI, the police are planning to undertake a similar exercise in other villages too to disarm the tribals. Though none of the hardcore tribal activists were present at the meeting, the police did hold a health camp in the village and established rapport with the tribals.

 A group of tribals formally presented bow and arrow to the DIG, Mr. P. Chandrasekhar Reddy, and the SP, Mr.  Ravi Gupta, and took an oath that they would not indulge in violence for land. As a concession for the tribals, the police promised t o take up the land disputes with the revenue administration for an early settlement. The police officers said though holding of medical camps and accepting of representations on land disputes was not their job, the initiative was needed because the police essentially bore the brunt of lawlessness. It was the police who were at the receiving end whenever a violent incident took place.

 The police believe that there is a point in the argument of tribals, who had been denied the benefits accruing from implementation of the Agency Laws. After a lot of cajoling and threatening, the police brought the tribals to the negotiating table once again. Peace could be restored if land disputes are resolved at the earliest is the opinion held by the police. There has been a criticism from several quarters that the government could have bought considerable land for tribals, had it earmarked an equal amount it spent on security forces in the last four years.

 The activists of SAKTI feel that the setback to its work is temporary since policing of the fields is near impossible throughout the year. The petty differences among tribals had come in handy for the police to win over a group of tribals who were also tired of police raids on their homes. Unlike in the past, tribals, who have become farmers now, could not afford to spend much of the time away from homes.

 Of late SAKTI has been keen upon spreading its movement in fresh areas and the tribals of Jeelugumilli played an active role. The unrest in T. Narasapur, a non-scheduled area of West Godavari, is said to be the result of instigation by Jeelugumilli tribals. SAKTI which obtained an order in its favour from the High Court 15 months ago had not laid the same emphasis on its implementation. Dr. Sivaramakrishna of SAKTI has said tribals of ten villages had been trained in reading of land records such as Field Measurement Book (FMB), village map and Resurvey Register (RSR), which, according to him, would replace the bow and arrows said SAKTI would release a calend….
