AN ESSENTIAL GUIDE ON THE UTILIZATION OF THE GODAVARI WATERS AND RESOURCES

The RoFR act recognizes the dwelling site, religious places, burial grounds, village council sites along with places of MFP, water resources, biodiverisity etc and also PVT tenures. As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

"Since SAKTI activities are mostly issue based and covering a large area, here we concentrate on the forest-related programmes of SAKTI for the present study."

ELURU, APRIL25,

An open confrontation with tribals costs the non-tribals of T.Narasapur villages dearly. Bow and arrow wielding tribals of Bachuletikoyagudem inflicted a casualty on the death of one person. Three persons narrowly escaped from the jaws of death Casualties were high on the tribals side too.

Senior police officers see the clash more as a fight by tribals for subsistence than an incident of lawlessness. The tribals of the area had started their campaign for land by representing to the revenue officers last year. As the response from revenue officers had been unsympathetic, they started demanding land records to dig out the illegal assignments made in favour of ineligible, rich non-tribals .the tribals also began harass in non-tribal farmers, whoever they believed to be in possession of Government land. Crops were taken away, plants were destroyed by cattle and the rats were issued to farmers when they went to their fields.

Alarmed by the aggressive postures of tribals, non-tribal leaders hatched a plan to “teach them a lesson”. In the last week of January, a group of non-tribals escorted by police raided Bachuletigudem, beat up tribals and got 25 of them detained in jail for a month. A case of attempt to murder was framed against tribals of the village. Since then, the relations between the two communities have soured. Tribals withdrew all their kin working as servants in the households of non-tribal s and stopped working in the fields. Non- tribal’s laborers.

When a group of reporters visited the village a fortnight ago, the tribals complained that the village had been starving in the absence of employment and money to buy food. They expressed their resolve to carry on the welfare departments had completely failed to take note of the pent-up anger of tribals.

The only information the government or media always compile carefully is on Naxalite encounters, never the violations of the instruments of rule of law such as minimum wages, fifth schedule, mismanagement of forests, equity in the distribution of welfare benefits, displacement, fragmentation of Socio-economic entities etc.
