AN ESSENTIAL GUIDE ON THE UTILIZATION OF THE GODAVARI WATERS AND RESOURCES

The RoFR act recognizes the dwelling site, religious places, burial grounds, village council sites along with places of MFP, water resources, biodiverisity etc and also PVT tenures. As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

"Since SAKTI activities are mostly issue based and covering a large area, here we concentrate on the forest-related programmes of SAKTI for the present study."

FROM OUR BUREAU

Eluru, April 26: The clash between tribals and non-tribals on Friday at Bachuletikoyagudem in T Narsapur mandal in West Godavari district in which one farmer died and 20 others were : injured, some of them grievously, was a result of State government's apathy towards the needs of the tribals. It was learnt that the police department, probing into the clash, has also submitted a report, to the government that poverty among, the tribals from the village resulted in the raid on the non-tribal farmers.

The seeds for Friday's clash were sown earlier this year in! January when the 40 tribal families, with most of their members, working as farm hands in the fields of non-tribal farmers, trying to take over the lands after Staking claim on them.

This led to a clash between the two groups on January 30 following which cases were registered, against 25 tribals. Immediately after the cases were registered, the tribals stopped working for the farmers and since then have been without work.

One of the tribal leaders Poyam Laxmanaswami told a visiting team of reporters in the first week of April: "Since January we have been going hungry and trying to survive on toddy. Even our children are being fed toddy as we have nothing else too feed them with."

Several other men from the village appealed to the government for assistance and pleaded that the authorities provide them work.

Though these facts were reported in the vernacular dailies here, the district administration did not take any steps and it was only a matter of time before a flash point Was Beached with the nearing of the cropping season.

The tribals also said that their village was never visited by officials in charge of the employment assurance scheme. This too was brought to the notice of the district administration during a EAS review meeting on April 8 by the district Communist Party of India secretary M Vasanta Rao.

However, following Friday's clash and the report from the police department, the government is understood to have issued instructions to take up works under the EAS programme in the village immediately.

The only information the government or media always compile carefully is on Naxalite encounters, never the violations of the instruments of rule of law such as minimum wages, fifth schedule, mismanagement of forests, equity in the distribution of welfare benefits, displacement, fragmentation of Socio-economic entities etc.
