AN ESSENTIAL GUIDE ON THE UTILIZATION OF THE GODAVARI WATERS AND RESOURCES

The RoFR act recognizes the dwelling site, religious places, burial grounds, village council sites along with places of MFP, water resources, biodiverisity etc and also PVT tenures. As the implementation boils down to title deeds for house sites and lands under cultivation, SAKTI engaged the Chenchu youth to document their traditional knowledge in their idiom and dialect, in encouraging them to assert as inborn foresters, capable of managing these resources as envisaged in the Act.

"Since SAKTI activities are mostly issue based and covering a large area, here we concentrate on the forest-related programmes of SAKTI for the present study."

ELURU. Feb. 5.

The Koya tribals residing in non-scheduled villages of T.Narsapur mandal in West Godavari district have been agitating for the land records to enable them get the land freed under illegal occupation of rich non-tribal farmers.

The tribals at Bachuletikoyagudem near Chintalapudi pressed the Agriculture Minister, Mr. K. Vidyadhara Rao, for land holding records, who arrived there on Friday to pacify both the groups in the wake of violence recently.

The Minister flatly refused to supply them the revenue records on the ground that confidential information could not be made public. However, he assured the tribals that the Revenue officials would undertake a survey based on the records and cancel the illegal assignments and restore the Government land to them. The tribals have been demanding eviction of rich farmers from Government land.

Violence erupted in the village on January 29 following tribals planting palmyra leaves in certain lands which they considered disputed. The police lobbed tear-gas shells and fired rubber bullets to avert a clash. The tribals complained to the Minister that the police had provided cover to non-tribals to carry out an attack on their villages and later foisted a case on them under Section 307 of IPC and Section 25 of Indian Arms Act. Twenty five tribals were held and remanded. The tribals questioned the act of the police in arresting only tribals while non-tribals had been the aggressors in the conflict. The Minister had a tough time in convincing the angry tribal men and women.

The Minister told the tribals that they had faced hardship because of their association with organisations like Sakthi, which according to him, provoked tribals into violence by raising false hopes. Women's leader, Mrs. Soyam Laxmi, picked up an argument with the Minister and rejected a compromise formula proposed by him.

The only information the government or media always compile carefully is on Naxalite encounters, never the violations of the instruments of rule of law such as minimum wages, fifth schedule, mismanagement of forests, equity in the distribution of welfare benefits, displacement, fragmentation of Socio-economic entities etc.
